Solvency II and IRRD: 30 January 2027 is close

Two major texts for European insurance apply on the same date. Teams need to prepare now.

The Solvency II review and the Insurance Recovery and Resolution Directive (IRRD) both apply from 30 January 2027. For Risk, Actuarial, Finance and Compliance leaders, the timetable is tightening.

Solvency II: a revised framework, implementing texts finalised

In July 2026 EIOPA finalised most of its guidelines and technical standards linked to the review: liquidity risk management, reporting and disclosure, group solvency and risk margin. Some of these standards remain subject to adoption by the European Commission. The challenge is no longer to understand the reform, but to turn it into processes, data and responsibilities.

IRRD: a recovery and resolution regime for insurance

In 2026 EIOPA published several sets of instruments on preventive recovery plans, resolution, stress scenarios and resolution reporting. These plans will engage governance: they will be owned by leadership, not only by technical teams.

A new regulatory framework is prepared as a team, with leadership.

What insurers can do now

  • Map the changes affecting each function (Risk, Actuarial, Finance, Internal Audit).
  • Name owners and set milestones ahead of January 2027.
  • Prepare the Executive Committee and Board for the decisions that fall to them, notably on recovery.
