AI Act, Article 4: what changed in 2026

AI training is still expected, but the text no longer speaks of a level to be guaranteed.

Article 4 of the AI Act, applicable since February 2025, covers AI literacy. Its wording was amended in 2026. Much online content still describes the earlier version.

What the text says today

Providers and deployers of AI systems must take measures to support the development of AI literacy among their staff and the people using these systems on their behalf, taking into account the context of use and the people affected. The text no longer asks them to guarantee a "sufficient level".

No mandatory certificate

No certification is required. An organisation can document internally the training and initiatives it has carried out. What matters: actions proportionate to its uses, and a record of what was done.

What it means for a bank or an insurer

  • Training remains relevant, notably to frame the use of ChatGPT or Copilot and protect data.
  • There is no point looking for an "AI Act certificate": a sober evidence file is better.
  • Teams overseeing high-risk systems have deeper needs.
